On October 1, 2015, we, Michael Laham and Elana Laham filled out an application for our United States criminal reports. For each of us the parcel included a completed applicant information form #I-783 and completed fingerprint forms FD-258, which we got for FREE from the Israeli Police Department.

On October 19, 2015, our application for criminal reports was delivered to the FBI office.
On 2/16/16 @ about 8:00 p.m. Israeli time, we spoke with a Lori regarding the fingerprints we sent to the FBI office to get our criminal reports. She told us the fingerprints for Michael Laham were fine but the fingerprints for Elana Laham were not. She said Elana Laham’s fingerprints were “poor quality” but she refused to explain what she meant by her words. When my husband asked she answered him by bestowing the broken record upon him that they were “poor quality”…“poor quality”…“poor quality”.
On 2/16/16 @ about 10:30 p.m. Israeli time, we spoke with a Cynthia M who said there were “insufficient ridge detail” on the prints for boxes #9 and #10 for Elana Laham. When we told her we did not know what she meant by “insufficient ridge detail” she told us to call her supervisor whose name was Michael B.
On 2/16/16 @ about 11:30 p.m. Israeli Time, we contacted MICHAEL B. who identified himself as the supervisor of customer service. We both told him what had transpired in our conversations with Lori and Cynthia M. And we told him that Elana Laham’s fingerprints are crisper, clearer, and darker (had more ink on them) than Michael Laham’s fingerprints. So Elana Laham’s fingerprints ought to be more acceptable than Michael Laham’s fingerprints. Yet Michael Laham’s fingerprints were deemed acceptable but Elana Laham’s fingerprints were not.
Michael B. agreed with us that Elana Laham’s fingerprints were of higher quality than Michael Laham’s fingerprints.
Next, Michael B. told us that Michael Laham had previous fingerprints taken with the Office of Personal Management (the Department of Insurance with the state of California as part of his application for license to sell life insurance). And explained that the FBI CJIS was able to use those fingerprints to verify that Michael Laham is who he says he is, which is why Michael Laham was able to receive his criminal report.
Next, Elana Laham volunteered that she had fingerprints taken in the state of New York at the Bedford Hills Correctional Facility when she worked in that female prison as a mail censor and Elana Laham had fingerprints taken in the state of California when she was hired as a teacher’s aid for the LA Unified School District. But Michael B. told us he was not able to access Elana Laham’s fingerprints, as they were not taken with the Office of Personal Management and so are owned by the state not the federal government.
At this point of the conversation Michael B. asked Elana Laham why she wanted/needed her criminal report prefacing that answering his question was optional. Elana Laham replied to his inquiry by asking Michael B., “Why do you ask?” Michael B. replied, “I can expedite the processing of Elana’s newly taken fingerprints if there is a special reason for requesting her criminal report such as she is adopting a child”. We were suspicious that Michael B. was making such an inquiry, as he had no business asking us such a question. We were uncomfortable sharing with Michael B. that the reason we wanted/needed the criminal reports was in case we ever visit America and get falsely arrested on trumped up charges we can at least prove we are senior citizens who have no criminal record.
We ignored his prying. Suddenly, Michael B. blurted out, “I am looking at your fingerprints. Elana’s #4, and #5 fingerprints lie outside of their boxes”. Elana Laham exclaimed, “None of my fingerprints lie outside of their boxes! The Israeli Police Department made my fingerprints where else in Israel do you suggest I go to get fingerprints? Are you sure you are looking at MY fingerprints?” Michael replied, “Yes”. Flabbergasted, Elana Laham repeated again, “None of my fingerprints lie outside of their boxes!” To this Michael said, “I have to go. Call back tomorrow”.
On 2/17/16 @ 3:30 p.m. Israeli time, we called Michael B. Supervisor of Customer Service back. Michael B. got on the phone and said, “This is Michael”. My husband asked, “Is this Michael B. the supervisor of the consumer group of the FBI CJIS division?” Michael B. answered, “This is Michael”. Elana Laham said, “Michael it’s Elana. Are you sure the FBI isn’t discriminating against me and hasn’t put me on their hit list? Because you refuse to give me a criminal report since you said to me my fingerprints are outside the box when clearly they are inside the box. How am I a threat to the USA? I have done nothing wrong! Are you willing to put this in writing? Send us an e-mail? How much bribe money do you get and from who to be corrupt? If you want to do the right thing you will send me my criminal report”.
Now Michael Laham said, “Michael this is Michael. I want to know why is the FBI targeting my family? We know there is nothing wrong with Elana’s fingerprints. But even if there was, just like you retrieved my fingerprints for the state of California, the FBI can retrieve my wife’s fingerprints from the state of California and/or New York. You ought to be able to retrieve any fingerprints taken anywhere in the USA being that you are the FBI”.
There was silence for a few seconds, followed by Michael B. ignoring and not replying to anything we just said, and instead saying in a monotone sounding voice, “Okay. This is what I will do for you. Send me another set of fingerprints and I will expedite them”. Elana Laham said back indignantly, “I can send you 100 fingerprints and you won’t process them”. Michael B. said, “I am trying to help you”. Elana Laham said back, “That’s what bully cowards say.” Michael B. repeated his broken record, “This is what I will do for you. Send me another set of fingerprints and I will expedite them”. Elana Laham said back, “Listen to the nonsense” and we hung up the phone on Michael B.
Michael B. was denying Elana Laham her American rights to have a copy of her own criminal record with perfectly fine fingerprints proving her identity.
On 2/17/16 @ 3:27 p.m. Israeli time, we received an e-mail from Michael B. We deleted it without opening or reading it.
On 2/17/16 @4.10 p.m. Israeli time, we received a call from an unknown number. It rang ten times. We did not answer it.
On 3/4/16, the United States FBI delivered to our post office box our request for our criminal reports. Elana Laham’s criminal record was absent. Instead there was a notice stating that Elana Laham’s fingerprints were of too poor quality to be used. Never mind that Michael Laham’s fingerprints are less readable than Elana Laham’s fingerprints. Michael Laham’s criminal record was present.
Ironically, Michael Laham's criminal report revealed something unexpected to us. It quotes, "A search of the fingerprints provided by this individual has revealed no prior arrest data at the FBI level. This does not preclude further criminal history at the state or local level". What this means is that all Michael Laham got was a partial criminal report. In order to show Michael Laham is not a criminal, Michael Laham has to get further documentation from state and local authorities. That being the case, the $18.00 fee we each paid for an FBI criminal report was wasted on Michael Laham as well as Elana Laham.

On 3/6/16, we registered a formal legitimate complaint to the Director of the FBI whose name is JAMES B. COMEY. We were unable to find any other authority to write to about the discrimination being rendered against us by the so-called FBI CJIS who were violating my rights as an American citizen to obtain my own criminal report.
The following is an excerpt of an e-mail dated March 5, 2016, to James B. Comey, Director of the FBI:
“Being that Michael Laham's fingerprints are of poorer quality than Elana Laham’s fingerprints, it makes NO sense that the FBI can use them to look at a previous set of fingerprints that Michael Laham had taken to verify that Michael Laham is MICHAEL LAHAM!!!
Is Elana Laham, on the FBI’s hit list??? How on Earth is Elana Laham a threat to the USA!!! Elana Laham has never ever committed any crime!!! How much bribe money did Michael B. get paid to deprive Elana Laham of her own criminal report?!?!?!

On 3/10/16, we contacted via telephone the FBI’s field office to find out why James B. Comey did not reply to our e-mail. The female flunky jerk on the other line told us we had to field our concern to the director of the FBI CJIS division. She transferred us over. We spoke to a supervisor named CHERYL at the FBI CJIS division. Cheryl told us to send our legitimate grievance via the FBI CJIS division e-mail of liaison@leo.gov to her and promised us she will forward it to the senior level manager named GREG.
On 3/11/16, we sent our e-mail via the e-mail address of the FBI CJIS division of liaison@leo.gov to the senior level manager named Greg. We had to send the e-mail to him in three constituent parts due to the large size of the files we were attaching to the e-mail. We were able to successfully send the e-mail along with copies of the two files documenting that we had indeed filled out the applicant information form #I-783 requesting our criminal reports.

We were also able to send successfully the e-mail along with a copy of my spouse’s fingerprint form FD-258.

However, immediately, we received an Internet e-mail back that stated that the delivery failed due to what it termed “over quota”, which means it had exceeded the allowable Kilobites.

Next, we sent the e-mail along with a copy of my fingerprint form FD-258 again believing that it was just a glitch.

Instantaneously, once again it boomeranged back to us marked as “undeliverable” as a result of “over quota”, exceeding the limit of permitted Kilobites.

As I have been saying throughout our covert police violence saga, how WEIRD! My fingerprint document had 9234 Kilobites in it, which was less than what my husband had, which was 9269 Kilobites. Yet, his was delivered to the FBI CJIS email address but mine was not. Once again the FBI was discriminating against MY FINGERPRINTS!!
Next, we tried to send an e-mail asking why their e-mail system failed to deliver Elana Laham’s fingerprint document along with the two delivery failure messages we had gotten. This e-mail too was deemed undeliverable for the same reason of “over quota” in spite of the fact that each delivery failed message only contained 194 Kilobites.

“We were not able to send Elana Laham's fingerprint file as an attachment to the e-mail we sent you due to a failed delivery notice claiming the size was too big.
Yet we were able to send Michael Laham's fingerprint file as an attachment.
How WEIRD!!!
Why did your e-mail system accept one and not the other???
You have the original fingerprints. Look at those as any two year old can see that there was never ever anything wrong with Elana Laham's fingerprints.
Or you can give us another e-mail address that is not prejudiced against Elana Laham's fingerprint attachment”.

The male jerk on the other line hung up on us. We called back again hoping to talk to a different clerk. The female jerk on the other line hung up on us.

Apparently Elana Laham is on the United States Department of Justice Federal Bureau of Investigation's hit list. Evidently, this is the case being that she is the author of the BullCrap Busters website.
