The enforcer bully enforces the social disorder of the Bully Culture. The most salient enforcer bully of all is Law Enforcement...namely the Police. The enforcer bully’s primary objective is NOT to uphold our society’s laws and keep our society’s order, but to fabricate crime and spread violence [See the BullCrap Busters website in the introduction portion of the web page named “The Enforcer Bully” for further details].

It has become a worldwide known fact that the United States of America has become plagued by a kind of police violence and at epidemic proportions in which police officers have become enforcer bully(s) who fabricate crime and spread violence by murdering innocent people without provocation, cause, or reason.

Question: How did such a thing occur?

Answer: By permitting police misconduct to morph into police brutality instead of stopping the police misbehavior from happening when it is still a minor infraction!

The following is a real life scenario entitled, “NIP IT IN THE BUD" illustrating how the town of Karmiel Police Department in the country of Israel refuses to rectify their own marginal violations of the law therein putting themselves at risk of one day enacting the same sort of police violence that is happening in America, today.

A woman named Clara for six months now has been harassing my husband and myself by yelling at us, calling us names, and attempting to spit on us (this is a criminal offense) every time and every place she sees us. We do our best to avoid her but being that we have business to attend to in the town center we accidentally now and then are in the same place and same time as Clara.

Clara is the cleaning lady for the apartment building we used to live in at 21 HaGalil Street in the town of Karmiel in the State of Israel. Apparently Clara collects from all of the tenants in this building a cleaning cost for washing the stairs and an electric fee for the lights in the stairwell totaling approximately 10 Israeli Shekels equivalent to US$ 2.50 per month. Fair enough. But we did not know this and no one told us that.

So one day, during the month of April, instead of Clara introducing herself to us in a civil manner like a decent human being, she accosted my spouse and I, and started screaming at my husband in Hebrew, which being an Oleh Hadash – new immigrant – he did not know any of. I, too, am an Oleh Hadasha. But I happen to know a spatter of Hebrew. So I asked Clara why she was yelling at my spouse. She told me we owed her money for the cleaning cost and electric fee of the building. I asked her how much. She told me 30 Israeli Shekel equivalent to US$ 7.50 for the last three months we had been renting apartment #10 in her building. I said, “Okay. Tell me where you live and I will bring the money to you”. She showed me that she lived in apartment #4.

Later, that day we came down to Clara’s apartment, knocked on her door, and when she opened it, I showed her the 30 Israeli Shekels, told her we were ready to pay what we owed her, and presented a receipt we had made in English for her to sign that she got her money. Instead of just signing the receipt Clara went ballistic and told us in Hebrew that we were crazy followed by the slamming of her front door in our faces. We scratched our heads trying to figure out what was the matter. Oh! She does not know English so she probably was afraid to sign the paper not knowing what it said. So we made a receipt for her as best as we were able to in my rudimentary Hebrew. And tried once again, only to be met by a screaming Clara slamming her door in our faces.

Not giving up on resolving what we believed to be a very simple issue, next, I offered Clara a check in the amount of money we owed her confident that this woulda, shoulda, coulda solve the problem. This way we will be able to have a record of the monetary transaction and she will get her money. Nope! Yet again, Clara shrilled at us that we were crazy and slammed her door shut in our faces.

Apparently, Clara was vehemently against any receipt whether it was in English or Hebrew. Evidentially what was freaking her out was the fact that it was “different”. After our incident with Clara, we learned from our neighbors that no one else made such a “special” request. However, we were strangers in a foreign land and required a receipt in order to protect ourselves monetarily. We did not know Clara.

She might collect our money only to claim we never ever gave her any after we did.

In addition, every other “business” we have ever had any dealings with in Israel always gave us a receipt. Being that she is doing a “business” she also ought to.

From that day forward, whenever and wherever we accidentally met Clara she screamed at us, called us names in Hebrew most of which I did not grasp due to the language barrier except for a few choice words of “crazy” and “thieves" and demanded we pay her the money we owed her, which at the end of our six month tenancy in her building was 60 Israeli Shekel equivalent to US$15.00. And she went to any and every person she saw and right in front of us started spewing gossip about us. In the meantime, we did our upmost to avoid Clara. Until one day. Clara and us accidentally met face to face in the lobby of the apartment building we all live in. But this time in addition to her usual ranting and raving at us with her verbal abuse she attempted to spit on me! Luckily she missed.

We had, had enough! On September 8, 2015, at approximately 4:00 in the afternoon, we marched over to the Karmiel Police Department to file a complaint against Clara. We met with an officer investigator named AMELIA TAMIR. She agreed Clara was committing the crime of assault, and filed a complaint for us against Clara. Amelia Tamir gave us a copy of our complaint in Hebrew, which I signed, whose case number is 400123/ 2015. Then, she promised us an officer was going to warn Clara to stay away from us. Next, she informed us that her police department was going to notify Clara to leave us alone for the next 30 days. After that, she told us we had to file a restraining order against Clara in order for her police department to continue to enforce their order that Clara leave us alone. Finally, she instructed us to call the police department’s emergency number 100 if Clara ever tries to assault us again.

We do not believe any police officer ever warned Clara to leave us alone for the following reason:

On September 13, 2015, at approximately 5:00 in the afternoon, my husband had to go downstairs to fetch his hammer, which had been left on the windowsill, and accidentally fell out of the window. On his way back up the stairwell he met Clara face to face in the lobby of the apartment building we all live in. In addition to the usual ranting and raving with her verbal abuse she tried to spit on him! Luckily she missed. Doing as Amelia Tamir had instructed, we called the police department’s emergency number 100 and told them what happened. They re-routed us to a male officer who spoke English. A police vehicle was then dispatched to our home. A police officer named Shveeso Nogen came to our door. We showed him the complaint Amelia Tamir had written up for us in Hebrew. He read it and said he was going to warn Clara to stay away from us.

We do not believe the officer ever spoke to Clara for the following reason:

On October 4, 2015, at approximately 9:30 in the morning my husband and I were getting our mail out of our post office box in the center of town when Clara came up the walk way. Yet again, in addition to the usual ranting and raving at us with her verbal abuse she made an effort to spit on both of us. Luckily she was not close enough to either one of us and yet again missed her mark. Doing as Amelia Tamir had instructed, we called the police department’s emergency number 100 yet again and told them what happened.

No one there spoke English so they re-routed our call to an officer who did. That officer was investigator Amelia Tamir. Immediately, I recognized her voice and asked, “Is this Amelia Tamir?” She said, “Yes”. I told her, “This is Elana Laham”. I continued, “This is the

third time we have had to call the police department regarding Clara...”She rudely interrupted me and demanded to know, “Did you file a restraining order?” I answered, “No”. I continued, “There is no point in filing a restraining order when your police cannot even handle Clara. So your police will not be able to enforce a restraining order against Clara either”. Once again Amelia rudely interrupted me. So I had to talk over her to finish what I was saying to her.

I repeated myself a second time and added “The month is not over yet” (I was referring to our having one month for the Karmiel Police Department to deal with Clara. The clock started September 8, 2015 and it was now October 4, 2015. So we had four days left for the Karmiel Police Department to do there job and get Clara to leave us the hell alone!!!). I had to talk over her once again as she rudely interrupted me once again. I did not believe that she heard what I said until I heard her say to me, “Don’t interrupt me. Filing a restraining order is different”. I asked, “How is it different?” Instead of answering my question she started telling me how to file a restraining order. I told her, “I know. It is similar to the United States”.

Now I said back to Amelia, “Don’t interrupt me” and for the third time I tried to tell her, “There is no point in filing a restraining order when your police cannot even handle Clara. So your police will not be able to enforce a restraining order against Clara either”. I had to talk over her yet again as she rudely interrupted me yet again and said, “You don’t interrupt me. I can interrupt you”. So I said back to her, “That is not going to work. It resolves nothing”. Now Amelia made some lame excuse that she was with someone else and asked me to give her my phone number and she will call me back. I said, “You have my phone number. If you want to call me back then call me back” and I hung up the phone on her in disgust.

Amelia Tamir never ever called me back.

I called Amelia Tamir at her number of 04-990-1411 but got no answer. So I sent her the following text message:

“Amelia, why are you afraid to hear what I have to say? I am not afraid to hear what you have to say! I know you heard what I said that your police department can not handle Clara and so we will not file a restraining order as your police department will not enforce it. You have no e-mail and no voice-mail. How weird!”

I called the Karmiel Police Department at their number of 04-990- 1444 and asked in Hebrew for Amelia Tamir. The male voice on the other end of the line told me in Hebrew she is not there. I did not believe him as I had just called the 100 emergency number and they had re- routed me to her. So I told him in Hebrew, “She is afraid of me. Bye” A few minutes later I got a call from an unknown number at 11:20 in the morning. I was in the middle of texting the above message to Amelia Tamir's phone number, so I was not able to pick up the call. It rang 30 times before the caller stopped ringing my phone.

I went on the Israeli Police website on the Internet and lodged a complaint against Amelia Tamir for refusing to do her job and treating me in a disrespectful manner on the only web page it had for doing so with a limited amount of characters. I also complained that I tried to locate an e-mail address on the Internet in the Israeli Police website for the chief of police of Karmiel, whose name is EPHRAIM PARTOK, but I found none. All I found were telephone numbers. I am not going to voice my legitimate concern over the phone for doing so is verbal crap. I want and need a venue by which I can document what gets said, such as an e-mail transmission. I also complained that I located a list of whom to voice my legitimate concern to but there is no link I can access to locate their coordinates. So how am I supposed to contact them?!

Instead the Karmiel Police Department's investigator, Amelia Tamir, and the Mayor of the town of Karmiel, Adi Eldar, who oversees the Karmiel Police Department, whose Chief of Police is Ephraim Partok, are refusing to do their job of keeping peace in the city of Karmiel.

According to an Internet article we read called "Death Throes for Karmiel?" the town of Karmiel is dying.
